The assignee picker closes unexpectedly when the user tries to search for a team member.

Reproduction Steps
Open an issue detail page.
Click the assignee dropdown.
Type into the search field and observe the popover state.
Expected Result
The popover should remain open while the user filters the user list.
Investigation Notes
Confirm the list and detail flows still support rapid triage.
More common on slower laptops.
Likely caused by focus changes in the popover content.
Impact
Assigning issues takes multiple attempts and slows down triage.
This issue affects Global customers and is prioritized as low.
